Abstract

Non-formal education Units, such as Sanggar Kegiatan Belajar (SKB), play a strategic role in
providing access to lifelong education that is not only theoretical but also equips people with
practical skills and knowledge outside of formal schooling. This study aims to analyze and explore
the strategic planning of non-formal education programs at SKB Mataram City in response to the
Industrial Revolution 4.0 and Society 5.0 era. The research employed a qualitative approach with
a case study method. The findings show that SKB has implemented program innovations,
including blended learning in equivalency education, the STEAM approach in early childhood
education, and digital skills training based on technopreneurship. The improvement of educators’
competencies, the strengthening of learners’ digital literacy, and the synergy of multi-stakeholders
through the pentahelix principle are key factors in the success of institutional transformation. This
study recommends strengthening ICT support policies, continuous training, and replicating best
practices as strategic steps to enhance inclusive and sustainable non-formal education in the digital
era. Furthermore, it suggests systematic alumni tracking as a measure of evaluating program
outcomes.
