Abstract
This study stems from the urgency to equip elementary school students with
21st-century skills through relevant, engaging, and contextual learning models.
The purpose of this research is to design a project-based learning (PjBL) model
for Social Studies (IPS) that promotes the development of critical thinking,
creativity, communication, and collaboration (4C) among elementary students.
This research employs a descriptive-analytical literature review method by
synthesizing various theoretical references, scientific articles, and educational
policy documents related to PjBL, 21st-century competencies, instructional
design, and IPS learning in primary education. The study’s main result is a
systematically designed PjBL model tailored for IPS learning in elementary
schools, which includes structured learning stages, integrated 4C-oriented
activities, and formative assessment strategies aligned with the Merdeka
Curriculum and the Profile of Pancasila Students. It is concluded that the
proposed model offers a practical and adaptable learning framework that can
enhance both academic and character competencies aligned with 21st-century
demands. This study contributes to the theoretical foundation for innovative
instructional design and provides a reference for future empirical research and
implementation in classroom practice.
